Keynote
This session introduces Comprehensive, Integrated, Three-Tiered (Ci3T) models as a framework for supporting students’ academic, behavioral, and social and emotional well-being. Educators will explore practical Ci3T practices—including using systematic screening data to inform instruction across the tiers – that help create positive, productive, and safe learning environments where all students can thrive.
Breakout Option 1
Starting Strong! Effective Tier 1 Instruction
Strong Tier 1 instruction lays the foundation for student success. In this session, participants will explore practical strategies for creating positive, productive, and safe learning environments that support every student. Through examples and discussion, participants will learn how to intentionally integrate academic, behavioral, and social and emotional well-being supports into daily instruction while building a toolkit of low-intensity strategies that can be used to promote engagement, strengthen relationships, respond effectively to student needs, and support students in being ready to learn.
Session Outcomes
- Identify ways to intentionally embed academic, behavioral, and social and emotional well-being supports into daily instruction.
- Describe proactive and reactive strategies and identify how each contributes to a positive, productive, and safe learning environment.
- Explain the purpose and application of key low-intensity strategies, including behavior-specific praise, instructional choice, and opportunities to respond.

Breakout Option 2
Tier 2 and Tier 3 Interventions in Ci3T: Building on Tier 1
When students need more than Tier 1 practices have to offer, having the right systems and strategies in place can make all the difference. This session explores how Tier 2 and Tier 3 interventions build on strong Tier 1 practices to provide timely, targeted, and individualized support. Participants will examine how schoolwide data guide intervention decisions, learn the essential features of effective interventions, and explore practical examples that promote student success across academic, behavioral, and social and emotional well-being domains. Participants will learn about Tier 2 and Tier 3 intervention grids to organize and make transparent the range of supports available for students needing more than Tier 1 has to offer.
Session Outcomes
- Explain how Tier 2 and Tier 3 interventions fit within a Ci3T model and how schoolwide data, including universal screening, are used to determine which students may benefit from available interventions.
- Describe the defining features of effective Tier 2 and Tier 3 interventions, including increased opportunities for instruction, additional structure and predictability, frequent performance feedback, family partnerships, and individualized adaptations.
- Identify examples of Tier 2 and Tier 3 interventions that support students’ academic, behavioral, and social and emotional well-being.
